West Hill Booster Pump Station Improvements Project

The West Hill Booster Pump Station located along West Perimeter Road at the Renton Municipal Airport was constructed in 1985 to supply water to the 1.3-million-gallon West Hill Reservoir and to serve the West Hill 495 Operational Area and a portion of Skyway Water and Sewer District’s service area. The pump station currently has one 1,000 gallons per minute (gpm) diesel driven fire pump, two 600 gpm electric domestic pumps, and no backup power. Based upon the analyses performed as part of 2019 Water System Plan Update, the West Hill 495 Operational Area has been identified as having a storage deficit under future demand projections in 2029 and 2039.

Contract Award Information

Design

Council awarded the professional services contract to RH2 Engineering, Inc. in the amount of $216,343 for design and services during bidding at its regularly scheduled meeting on July 19, 2021. Under this agreement, the consultant will perform the following:

  • Update the hydraulic calculations to verify pumping capacity to meet projected water demand in West Hill operational area in 2029 and 2039.

  • Provide technical support for required project permitting.

  • Prepare for final project construction plans, cost estimates, and specifications.

  • Assist with response to bidders’ inquiries during bidding period.

Construction

Bids for project construction were received and opened on March 7, 2023. A total of three bids were submitted. Gary Harper Construction, Inc. was the lowest responsive bid in the amount of $2,669,704.80.  

Council awarded the construction contract to Gary Harper Construction, Inc. in the amount of $2,669,704.80 at its regularly scheduled meeting on April 17, 2023.

Project construction is anticipated to begin in fall 2023 and will be completed in fall 2024.  

Project Description

  • Install one 1,200 gpm and two 600 gpm new pumps.

  • Install variable frequency drive motor controller.

  • Install a backup power to increase pump station reliability.

  • Modernize pump station including new motor control center, electrical improvements, new telemetry, LED lighting, and security fencing.

Project Update

  • Design completion – October 2022

  • Bidding – January 2023

  • Construction – fall 2023 and will be completed in fall 2024
