The Project

Project Overview 5-11-22

Construct improvements to Duvall Avenue NE between NE 4th Street and NE Sunset Boulevard. The work includes pavement widening and reconstruction, excavation, grading, pavement removal, planing, paving, curb/gutter/sidewalk, storm improvements, illumination improvements, a HAWK (High-Intensity Activated Crosswalk) Signal modification and relocation, flashing beacon/radar speed sign improvements, retaining walls, joint utility trench, water system improvements, pavement marking, signing, irrigation and landscaping.

The City was awarded a Transportation Improvement Board (TIB) grant in the amount of $3,468,289 (2015) for the roadway reconstruction between NE 10th St and NE 12th St, curb, gutter, sidewalk and streetlights on the west side and channelization from NE 12th St to south of the intersection with NE Sunset Blvd. The City was also awarded a Department of Ecology (DOE) grant (2018) in the amount of $1,223,939 for water quality improvements via the installation of water quality treatment facilities and a TIB grant of $500,000 (2018) for non-motorized improvements along the east side of Duvall Ave NE, from NE 9th St to NE 10th St.

The Renton City Council accepted the bid from Reed Trucking & Excavating, Inc. at its regular meeting on July 19, 2021 and awarded at the bid price of $5,218,171.95. The construction contract with Reed Trucking & Excavating, Inc. was executed in August 2021. The Pre-construction meeting was held on August 31, 2021 with the Notice to Proceed (NTP) for construction on September 20, 2021. The project was suspended due to material procurement delays and was scheduled to resume on January 3, 2022, weather permitting. However, the week of January 3 were unworkable days due to weather/snow conditions. The first day of work was on Monday, January 10, 2022. The Contract Time for this project is approximately 260 working days.

Paving was completed on November 9, 2022 and striping was completed on November 21, 2022. The project shall be considered Substantially Complete as of June 23, 2023.

Purpose

To enhance safety for pedestrians, bicyclists and vehicles along this corridor and improve roadway pavement conditions.
