2.  Request a Hearing on the Notice of Infraction.

You may submit a hearing request or mitigation by mail.

  • Mitigation hearing (in person):  You would request a mitigation hearing if you agree the infraction was committed but want to explain the circumstances.  The judge may reduce the penalty depending on mitigating circumstances.  You will be notified in writing of your mitigation hearing date.
  • Mitigation by mail:  You will not be required to appear in court.  Instead, use the space provided on the back of the Hearing Coupon to write your statement agreeing that the infraction was committed.  The court will review your statement, the photos/video of the incident and the police officer’s sworn statement, then render a decision.  The infraction will be found to have been committed and a monetary penalty will be determined.  The judge may reduce the penalty depending on mitigating circumstances.  You will be notified by mail of the judge’s decision, and you agree to pay the penalty within 60 days of the decision.
  • Contested hearing (in person):  If you believe that you did not commit the infraction and want to challenge it, the City has the burden of proving by a preponderance of the evidence that the infraction was committed.  You agree to appear at your scheduled hearing.  You may subpoena witnesses, including the officer who issued the Notice of Infraction.  Subpoena requests must be made to the court in person at least 14 days prior to the hearing.  You will be notified in writing of your contested hearing date.

What do I do if I was no longer the owner of this vehicle, not driving it, or my vehicle was stolen?

File a Declaration Affidavit of Non-Responsibility. This must be filed by the due date on the Notice of Infraction. The registered owner of the vehicle is presumed to have been the person in control of the vehicle when the violation occurred. This presumption may be overcome if the registered owner states in a certified written statement to the court that the vehicle involved was at the time stolen or in the care, custody, or control of some person other than the registered owner. You may pick up an Declaration of Non-Responsibility at the court or download the Declaration of Non-Responsibility and mail it to Renton Municipal Court.

What happens if I ignore the Notice of Infraction?

Failure to pay the civil penalty or to request a hearing prior to the due date on the Notice of Infraction is an admission of liability. Failure to appear after requesting a hearing is an admission of liability and constitutes a waiver of the right to appeal. Failure to pay the civil penalty by the due date on the Notice of Infraction shall result in the imposition of a late payment fee of $15 and referral to collections.

Will my insurance rates be affected?

What happens if the Notice of Infraction is not paid?

The City of Renton will begin collections of the civil penalty through a collections agency.

Can a hearing request be made via the phone?

No. All requests must be in writing. See above options for requesting a hearing.

Can someone other than the registered owner attend the hearing?

What are the hours of operation of the school zone cameras?

Why has the City of Renton decided to implement the Photo Enforcement Program and install red light cameras?

According to the Insurance Institute for Highway Safety, nearly 2 million crashes occur annually in intersections. In 2005, red light running resulted in 800 fatalities and over 165,000 injuries in the U.S.

Red light running and speeding are problems. Implementing an automated red light camera program will reduce red light running violations, red light crashes, and red light injury crashes without impacting city funds.

What is a red light running violation?

A red light running violation occurs when a motorist enters an intersection after the traffic signal has phased to a steady red light. Motorists must stop prior to entering the intersection. Any motorist who has already crossed into the intersection when the green or yellow traffic signal has phased to a steady red has not completed a violation. When a motorist approaches an intersection and is attempting to make a right turn and the traffic signal is a steady red signal, they must come to a complete stop (cessation of tire rotation) in front of the stop line before the right turn is completed.

What is a fixed speed violation?

A fixed speed violation occurs when a motorist exceeds any posted speed limit in the area. Please see City of Renton Municipal Code 10-12-1.

Where are the red light and speed cameras located?

Cameras are installed at four intersections based on crash and violation statistics compiled by the Renton Police Department. Each intersection is clearly marked with signs.

Intersections in the city equipped with red light and speed camera systems are:
