Proposals that exceed certain thresholds, such as buildings greater than 4,000 square feet, or projects within critical areas, require review under the State Environmental Policy Act (SEPA) prior to issuing building and/or construction permits. Such proposals require issuance of a determination by the City's Environmental Review Committee (ERC) that identifies whether any additional mitigation is needed to reduce potential environmental impacts or whether the proposal requires an Environmental Impact Statement.
SEPA review begins with the applicant submitting an environmental checklist with their development application. SEPA review is completed concurrently with the underlying land use application.
