Code Compliance

It is unlawful for any person, firm or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish, equip, use, occupy or maintain any building or structure in the city. RMC 4-5-050 details the requirement to obtain a permit when building in the city.

RMC 4-5-130 (308.9) states that shipping containers (also known as cargo containers) and other similar storage units do not qualify as accessory buildings on residentially zoned properties and are prohibited in the city.

RMC 4-4-040 regulates the material and height of fences, hedges and retaining walls, particularly in front yards and in yards abutting public rights-of-way in an effort to promote safety and aesthetics.

RMC 8-1-4 outlines the requirements of hauling, storage and deposit of garbage and bulky waste in the city. Garbage and waste cannot be collected and/or stored on private or public property in the city except for in a garbage can or recycling bin that is designated for waste storage. Garbage cans cannot be left out for more than 24 hours and must be stored neatly on the side or rear of the home. 

RMC 4-5-130 (308) regulates the outdoor storage of materials on residential property in residential neighborhoods. Outdoor storage is prohibited in front yards, side yard, slopes greater than 15%, other designated open spaces or restricted areas and critical areas. Materials stored outdoors shall be stacked neatly and not exceed 6 feet in height. Tarps are not allowed.

RMC 4-5-130 (308.8) states that membrane (tent or canopy structures) are considered outdoor storage and are prohibited in residential front yards, side yards, on slopes greater than 15%, is designated open spaces or restricted areas and critical areas. These structures shall not exceed 200 square feet in area and must be removed or repaired immediately in the event of disrepair causes by weather or other forms of damage. 

RMC 4-5-130 (302.4) All exterior property shall be maintained free from weeds or plant growth in excess of 12 inches in height on developed property or 24 inches in height on vacant lant. Weeds are defined as all grasses, annual plants and vegetation other than trees or shrubs, but does not include cultivated flowers and gardens. 

RMC 4-4-085 states that it is unlawful for any person to keep, store or park, or to permit any other person to keep store or park any disabled or unlicensed vehicle or boat on residential property unless the vehicle is stored away from public view. Vehicles shall be parked in a driveway or approved impervious surface.
