Duvall Avenue NE

Project Overview

There has been a considerable increase in residential use and freight traffic on the Duvall Avenue NE/Coal Creek Parkway SE corridor, that is now a major through route between Renton and Bellevue. This project, along with the previously completed Renton Sunset/Duvall intersection project and improvements to Coal Creek Parkway in Newcastle, will improve safety and ease congestion from Renton to Bellevue.

The project includes a widening of Duvall Avenue NE/Coal Creek Parkway to five lanes (including a center two-way left-turn lane for most of its length) from the Sunset Boulevard (SR900)/Duvall Avenue NE intersection to the SE 95th Way/Coal Creek Parkway intersection, and adding curbs, gutters, sidewalks and bicycle lanes on both sides of Duvall Avenue NE. The project will also convert overhead power lines to underground lines, adding to the safety and for future protection, especially during storms and emergencies. The project will cost about $15 million and construction began in June 2008.

This option allows the construction to be completed in the least amount of time, about a year, and prioritizes safety during construction by minimizing the impact to surrounding neighborhoods. The City and project team will be doing its best to minimize disruption and impacts but some disruption and inconvenience during construction will be unavoidable. Staff will keep the community informed of the progress, work hard to reduce impacts, and provide regular project updates, including regular updates of planned construction activities on this website.

November 11, 2007, memorandum describes the project, the closure alternatives, analysis of the impacts of the proposed street closure and potential measures to minimize the impacts of this closure. Public comments made at the public hearing held on December 3, 2007 were analyzed by city staff and the project team.

Bidding

Bids for the Duvall project were opened on February 26, 2008. The contract was awarded by Renton City Council on March 17, 2008, to low bidder Northwest Cascade, Inc., in the amount of $10,081,569.23.

Planned Improvements

The current project will widen Duvall Avenue NE to five lanes (including a two-way left-turn lane in the middle) from the Sunset (SR 900)/Duvall Ave NE intersection to the north city limits at NE 23rd Street.

It will also add curbs, gutters, sidewalks and bicycle lanes on both sides of Duvall Ave NE, convert overhead power lines to underground power lines and include safety features at specific locations including a signal at NE 21st Street.

North of the Renton city limits, there are currently two general-purpose lanes with little or no pedestrian facilities, and left-turn lanes at various locations. In this segment, this project will widen the roadway to five lanes (tapering northwards down to four), and includes: new curbs, gutters, sidewalks, drainage improvements, street lighting, lane markings, and a bikeway from Renton's north city limits to SE 95th Way (Newcastle's south city limits). The project will also move overhead power lines underground.

The improvements within Renton and in King County will complement the City of Newcastle's Coal Creek Parkway Widening project to the north.

Detour Route

The detour for traffic will be via NE Sunset Boulevard (SR 900) and I-405.

Project Schedule

The construction phase of this project started in June 2008. As of Thursday, June 5, 2008, Duvall Avenue NE is closed for about a year.

Public Outreach

For several months, city staff has worked closely with citizens and other parties including the City of Newcastle, Renton School District, Issaquah School District, King County Metro Transit, the Renton Police Department, the Renton Fire Department, and others to discuss and minimize project impacts. The project team will continue to provide information, updates and opportunities for feedback. The project's communication strategy includes:

  • Mailings to residents, businesses and neighborhoods surrounding the project
  • Public meetings on November 7, 2007, and December 3, 2007.
  • Public notices in the Renton Reporter
  • Media outreach through local print and other media
  • Outreach through the Renton School District
  • Updates and information on Renton Now, the city’s newsletter
  • During construction, there will be frequent updates and information posted a project website
  • Signs before and around the construction area including detour signs
  • Personal visits and information for the residents in the immediate vicinity of the project

Future Projects

Future, yet unfunded, improvements Renton will construct on a southern segment of Duvall Avenue NE, between NE 7th Street to NE Sunset Boulevard (SR 900) will likely be constructed in 2013 and completes a missing link of five-lane roadway, including adding bicycle lanes and sidewalks on Duvall Avenue NE from NE 7th Street to Sunset Boulevard NE (SR 900), widening the roadway to five lanes including new pavement, curb, gutter, sidewalk, street lights, storm drainage, and lane striping.

The current 2008-2013 Transportation Improvement Program (Six-Year TIP) has about $5 million programmed in 2010-2013 for the portion of the project between SR 900 and NE 7th Street.
