Downtown Utility Improvement Project (DUIP)

The Downtown Utility Improvement Project upgrades water, sewer and stormwater utilities to address current use and support future development needs within the downtown core. Upgrades are needed now because some underground pipes are past their useful life, in poor condition, lack capacity and/or require costly maintenance. This project precedes future work that will include streetscape improvements and the conversion of S 2nd St and S 3rd St to two-way operations.

Construction planned: spring 2021 - fall 2022

The project is continuing sanitary sewer work on the south two lanes of S 2nd St. West past the end of the center island, S 2nd will be reduced to one lane. The available lane will depend on the work being done at that time.

Starting early the week of 12/6, we will be performing cut and cap work south of the intersection at S 2nd St and Shattuck Ave S. Shattuck Ave S will be closed to and from S 2nd St until we move to the northern side of the intersection. Southbound Access from S 2nd St, via Morris Ave S or Rainier Ave S.

Water main work also continues on S 3rd St at Whitworth Ave S and Smithers Ave S.

Signage for local access and businesses will be in place along the planned detour route. Please follow posted signage and flaggers for access.

Typical work hours: Weekdays, 7 a.m. to 5 p.m.

Construction impacts: Check out the project page for additional information and detailed construction impacts.

Houser Way Intersection & Pedestrian Improvements

The Houser Way Intersection & Pedestrian Improvements began work in coordination with the Wells Ave S and Williams Ave S Conversion Project in fall 2020. This project will construct new curb, gutter and sidewalk (including curb extensions), and ADA improvements on Houser Way at Williams Ave S and Wells Ave S. In coordination, a new 12” water main will be installed in an existing casing in Williams Ave S under the BNSF railroad tracks.

Construction planned: Will begin summer 2021 and extend into spring 2022.

The project paved both intersections on Houser Ave S at Wells Ave S and Williams Ave S. COVID’s disrupted supply chains, so while we wait on some electrical parts, we installed temporary asphalt sidewalk for a better pedestrian experience.

Expect traffic on Wells Ave S and Williams Ave S to be reduced to one lane at Houser Way S throughout most of the project.

Typical work hours: Weekdays, 7 a.m. to 5 p.m.

Construction impacts: The project page has additional information and detailed construction impacts.

Construction planned: Completed and pending connection
