Master Plan

An airport master plan is a comprehensive, airport-wide study with the goal of developing a list of short-term, medium-term and long-term projects to meet future aviation demands. The specific process is highly variable and dependent on each airport, and in general, includes pre-planning, public involvement, environmental considerations, existing conditions inventory, aviation forecasts, facility requirements, alternatives development, Airport Layout Plan (ALP), facilities implementation plan, and financial feasibility analysis.

The last airport master plan for Renton Municipal Airport was last completed in 1997 and partially updated in 2009. The airport has been very successful in implementing improvement projects and so the majority of the capital improvement projects envisioned in the 2009 update have been completed.

Without a current airport master plan, the airport will be unable to continue to receive funding for capital projects from the Federal Aviation Administration (FAA). Another major goal of the process is to align the future improvements with the airport's sustainability management plan and to reassess the goals, objectives and initiatives that outline the airport's approach to becoming more financially viable and operationally efficient while at the same time considering natural resources and being socially responsible.

About the master plan

Renton Municipal Airport, Clayton Scott Field, serves the general aviation needs of Renton and the communities on the eastside of Lake Washington, as well as Boeing operations.

The Renton Municipal Airport is an important part of the local economy, with an estimated $6.2 billion in regional economic impact. This includes support for over 10,000 direct jobs at airport businesses, with another 8,000 plus related jobs tied to airport activity.

Airport activity contributes $38.5 million in tax revenues annually to the city, the region and state government


Airport Layout Plan

The Master Plan Airport Layout Plan drawing set graphically depicts the existing and future airport layouts. The ALP identifies obstructions to airspace, standard takeoff and landing areas, as well as land use and property information.



Renton Airport last completed a master plan in 1997, with a partial update done in 2009. The City of Renton oversees the Airport Master Plan process.

Renton Municipal Airport must have a current master plan to be eligible for project funding from the Federal Aviation Administration (FAA). The FAA provides 90% of the funding for the planning process.


The revised Airport Master Plan brochure is a one-page, tri-fold that summarizes information and recommendations.  The Airfield Alternatives Analysis is a two-page brochure that summarizes the preferred alternatives to the Master Plan.


The planning process will follow four main steps:

1. The planning process will describe existing airport conditions, identify future facility needs, and outline possible alternatives to meet those needs.
2. Alternatives will be evaluated by criteria which include the environment, businesses and residents adjacent to the airport, other modes of transportation, and other airports in the region.
3. This plan will incorporate feedback from residents, airport users and tenants, the Renton Airport Advisory Committee (RAAC), airport staff, and the Federal Aviation Administration (FAA).
4. A final plan will be brought before Renton City Council for adoption in 2019.


The Airport Master Plan will ensure that future improvements enhance operational safety, align with the airport's economic, community, and environmental goals (documented in the Sustainability Management Plan), and follow federal, state, and local regulatory guidelines.

The Airport Master Plan is made up of a series of working papers. As working papers are produced they will be listed below as well as a Draft and Final version of the report when available.
