Civil Construction Permit

A Civil Construction Permit (CCP) is required for certain types of construction work that involve public infrastructure or systems. This can include, but is not limited to, projects related to:

Site development: Grading, excavation, and earthwork.
Utility installation: Installing or modifying sewer, water, or stormwater systems.
Road work: Installing or modifying streets, curbs, gutters, sidewalks, lighting or signals.
Access connections: Connecting private property to public utilities or right-of-way.

Typically, civil construction permits are needed when you’re planning to alter or build infrastructure that interacts with public or private utility or roadway systems or requires changes to existing systems.

Prior to submitting your materials, make sure that all items within the applicable submittal checklist is provided and all application forms are signed.
Be ready to pay for the application once the invoice for the permit has been provided to start the review.

Step 2.Intake Meeting

The City will review the submittal package for completeness. Please note that initial plan review fees must be paid before the City can accept the submittal.

Once a complete application is receive, the City will assign a project manager and begin the review process. See the link below regarding the remaining steps which your assigned project manager will support you through.

Build

Construction & Inspection

After the Pre-Construction meeting and permit issuance, construction may begin. The assigned Construction Inspector will coordinate with your team throughout the process.

All work must comply with city standards and approved Engineering Plans.

Step 1.Submit Record Drawings

Applicant submits Record Drawings (.pdf) to your assigned project manager for review. Once signed off by the project manager, the applicant submits a full size copy of the plans and will be field verified during the final inspection.

Step 2.Request Final Inspection

Contractor requests a final inspection once all construction complies with the engineering plans and City Municipal Code.

Step 1.Schedule Maintenance Inspection

Applicant must call 425-430-7203 (with permit number) or schedule online at least 45 days before the two-year maintenance period ends. Inspection hours are 7:00 AM to 3:30 PM, Monday to Friday (excluding holidays). Requests must be made by 11:59 PM the day before.

Permit Closeout and Maintenance Surety Release Process

Step 2.Final Closeout Inspection

The City conducts the inspection and provides a Punch List of maintenance items/deficiencies. If none, the maintenance surety is released.

Step 3.Complete Punch List

Before work begins in the right of way or on public facilities, the Applicant/Contractor must:

Receive an approved Traffic Control Plan
Notify the City via the inspection line
Complete punch list items per the approved plans and City standards

Step 4.Permit Closeout

Once all punch list items are completed and invoices paid, the City will close the permit and release the maintenance guarantee.
