SR 169 HOV (140th Way SE to SR 900) – 2010-2015 TIP #7

Description – This is a high volume, high congestion corridor where providing travel time benefits for transit, carpools and vanpools can be achieved with high cost effectiveness.  There are severe congestion and safety problems that can be addressed by adding a right-turn lane westbound on SR 169 and a protected right-turn lane from the I 405 northbound off-ramp onto eastbound SR 169.  This project will construct transit priority signals, transit bypass lanes and queue jumps on SR 169 (Maple Valley Highway) at 140th Way SE and in the area of I 405 to improve transit travel times through this corridor.

The project also includes roadway widening at intersection approaches and modifications to channelization and traffic signals, and widening to improve the northbound on-ramp and southbound off-ramp movement at the I 405/SR 169 interchange and access to the Cedar River Park and the City's Community Center through traffic modifications.

Note: The only portion of this project not completed is the intersection at 140th Way SE.


Schedule – Multiple phases of construction were scheduled.

The first and second phases were completed in 2008. 

The third phase, improving the intersection at 140th Way SE, would occur in 2012, pending identifying a source of funding (roughly $2.4 million still needed).

Project budget – $10.2 million with the majority having been spent in 2008.  Roughly $2.5 million programmed for 2012.

Project funding sources include:
WSDOT committed $300,000 to project design, $153,298 towards right-of-way and $292,100 for construction.
King County built a detention pond at 140th Way SE for this project's use, a $275,000 value. 
$2.2 million for right-of-way and construction from the Transportation Improvement Board (TIB).
$392,947 for construction from TEA-21 Countywide funds.
$765,993 TEA-21 funding for second phase construction.
$2.5 million from the State Legislature (gas tax funds) for the 2007-2009 biennium for phase two.
