Sex Offender Information Bulletin
Level III - Notification of Release
The Renton Police Department is releasing the following information pursuant to RCW 4.24.550 and the Washington State Supreme Court decision in State v. Ward, which authorizes law enforcement agencies to inform the public of a sex offender's release when, in the discretion of the agency, the release of information will enhance public safety and protection.
The individuals who appear on this notification have been convicted of a sex offense that requires registration with the Sheriff's Office in the county of their residence. Furthermore, previous criminal history places them in a classification level that reflects the potential to re-offend.
These sex offenders have served the sentence imposed on them by the courts and have advised the King County Sheriff's Office that they will be living in the location listed with their information.
THEY ARE NOT WANTED BY THE POLICE AT THIS TIME. THIS NOTIFICATION IS NOT INTENDED TO INCREASE FEAR; RATHER, IT IS THE RENTON POLICE DEPARTMENT'S BELIEF THAT AN INFORMED PUBLIC IS A SAFER PUBLIC.
The Renton Police Department has no legal authority to direct where a sex offender may or may not live. Unless court ordered restrictions exist, these offenders are constitutionally free to live wherever they choose.
Sex offenders have always lived in our communities; prior to the passage of the Community Protection Act of 1990 (which mandates sex offender registration) law enforcement officials did not know where offenders were living. Citizens should refrain from threatening, intimidating, or harassing registered sex offenders. Such abuse could potentially end law enforcement's ability to notify the community.

Barber and two other males used force to engage in sexual activity with a peer-aged male who was known to some of them. The victim was also driven to and left at another location. Barber's criminal history includes other assault convictions of a sexual nature. Barber has been classified as a Level 3 offender. He is currently under the supervision of the Department of Corrections.

At the time of the evaluation, Dennis met the statutory definition of a sexual psychopath as defined in R.C.W. 71.06. Dennis served 10 years of his 20-year sentence and has completed over 37 months of a Sex Offender Treatment Program. Dennis is classified by this department to be at a level which indicates a high probability of reoffending.

Fontenot's victim was a 16-year-old male who was non-familial and developmentally disabled. He began hitting the victim with his fists and a stick, told the victim to remove his clothes, and sexually assaulted him while continually threatening him. Fontenot had denied any wrongdoing and refused sex offender treatment, but later began treatment, blaming an accomplice for the abuse of the victim. Fontenot has a history of behavior problems. Other criminal history includes: Robbery, Assault, and Possession of Firearm. He has scored as a high-risk Level 3 offender. Fontenot is currently under the supervision of the Department of Corrections.

Giles was co-owner in a business as a specialized girls basketball coach. Giles used this position of authority and influence as a basketball coach to sexually assault underage female clients. One of his victims was a 15-year-old student player who he sexually assaulted on numerous occasions over a three-year period. To maintain his sexual assault pattern, he threatened to derail this victim's basketball scholarship hopes if the victim(s) exposed his crimes. Giles did not enter into a sex offender treatment program. Giles has been classified by this Department as a LEVEL 3 offender, which indicates a high probability to re-offend.

CURRENT OFFENSE: RAPE OF A CHILD 1
Jaime sexually offended a 7-year-old female that was known to him.� There were four other instances where Jaime offended this same victim. All these contacts involved sexual acts. Jaime received a 96-month sentence for these crimes. The sentence was suspended and a Special Sex Offender Sentencing Alternative (SSOSA) was imposed. He failed to complete sex offender treatment and to comply with all treatment requirements. His suspended sentence was revoked and he was sentenced to 96 months in prison.� Jaime also admitted to attempted sexual assault with a 16-year-old female as well as disclosers of 13 victims that he has offended. Jaime is under Department of Corrections supervision and has numerous restrictions. Jaime scored as a Level 2 offender; however, his homeless status constitutes a higher risk to re-offend. Therefore, he is classified as a Level 3 offender.

CURRENT OFFENSE: Child Molestation 2nd Degree
The victim in this case was an undercover police officer posing as a 13-year-old male on the Internet. Klinger made numerous sexually explicit comments to the victim. When a meeting was set up between the two, Klinger was arrested. Klinger self-disclosed additional male victims ranging in ages from 9 to 12 years old. Klinger is classified a LEVEL 3 offender due to his use of a position of trust/authority to access victims and luring children via the Internet.

The victims in the Child Molestation cases knew Kupfer. One victim was an 18-month-old female and other victims included a 5-year-old male and a 3-year-old female. Kupfer has extensive self-disclosed additional victims, as well as making sexual harassment comments to others. The victim of the Indecent Liberties conviction in 2004 was an adult female who was in his Kupfer's care at his place of employment. He fondled the victim and made sexual comments to her. Kupfer sporadically participated in sex offender treatment while in the juvenile system. Kupfer is classified as a Level 3 offender.

In 1999, the subject was charged with sexually assaulting and taking explicit photos of a 7-year-old female who was known to him. He is currently under Community Supervision through the Washington State Department of Corrections. Maule has been classified as Level 3 offender, which indicates a high probability to re-offend.

McCollum is currently under the Department of Corrections supervision and is classified as a Level 3 offender.

McFarland was also convicted of exposing himself to a 12, 13, 14, and 17-year-old female. These victims were not known to him. McFarland scored as a Level 3 offender. He is currently under the supervision of the Department of Corrections.

Mjelde was granted a Special Sex Offender Sentencing Alternative but was revoked when he continued to violate his conditions of supervision. Mjelde has an extensive history involving sexually deviant behaviors. Based on his patterns of behavior, length of history, and being a non-treated offender, he is classified as a LEVEL 3 offender, which indicates a high probability to re-offend.

Novo has been classified as a Level 3 offender, which indicates a high probability to re-offend. He is currently under the supervision of the Department of corrections.

If employment requires the use of computers, the employer must be advised of the nature of the conviction and be willing to supervise all the activities in regard to computer use.
CURRENT OFFENSE: Attempted Sexual Conduct With a Minor
Pellegrino used his computer to engage in an Internet conversation with an undercover officer acting as a twelve-year-old male. When a meeting was arranged to meet and pay for sexual activity, Pellegrino was arrested and later charged. Pellegrino is currently under treatment and sentenced to a life of probation. Due to the predatory nature of the crime, and that he is registered as Homeless, indicates more vulnerability to potential victims. He is, therefore, classified as a Level 3 offender.
