The NE 3rd/4th Corridor Improvements Project Phase 1 Intersection Improvements signalized the intersection of NE 4th Street and Whitman Court NE, at the post office. The project will also built a westbound bicycle lane and sidewalk landscape strips.

The Phase 1 project was completed in 2013. The Intersection Safety and Mobility Program will supplement the installation of signals at Whitman Avenue (2012) and Bremerton Avenue (future).

The ultimate corridor improvements involve a series of improvements in this corridor to improve traffic operations such as rechannelization and traffic signal modifications, possible transit priority signal treatments and queue jumps. This project will seek to meet pedestrian, transit and bicycle needs.

This ultimate corridor will follow the recommendations of the NE 3rd/4th Corridor Study, adopted in May 2005. The study refined the corridor transportation needs and costs, including pedestrians, transit users, bicyclists, and streetscape enhancement. The estimate for design and construction for the entire corridor (from Sunset Boulevard to the east City Limits) is $40 million.
