All types of traffic use this route as a connection between Renton and Bellevue. There were two general-purpose lanes with little or no pedestrian facilities, and left-turn lanes at various locations. Because there are uncompleted gaps between the five-lane sections from unincorporated King County to N.E. Sunset Boulevard, the arterial exhibits congestion and travel-time delays for all modes of travel. This project widened the road to five lanes, and included: new curb, gutter, sidewalk, drainage improvements, street lighting, channelization, signal modification and interconnection, and a bikeway from Renton's north city limits to S.E. 95th Way (Newcastle's south city limits). The project also moved overhead power lines and other utilities underground.

This is a project within King County that the City of Renton has agreed to manage on behalf of King County through an interlocal agreement. This was being done in conjunction with a City of Renton project in the Six-Year Transportation Improvement Program (TIP) called the Duvall Avenue N.E. (SR 900 to North City Limits) project TIP#3. The improvements within Renton and in King County complement the City of Newcastle's Coal Creek Parkway Widening project to the north. 

Schedule

In order to limit the construction duration to about one year, the City Council approved a closure of Duvall Avenue NE/Coal Creek Parkway to through traffic between Sunset and SE 95th Way beginning in 2008 and lasting for approximately one-year. On December 10, 2007, the City Council passed Resolution 3922 supporting the one-year construction closure of Duvall Avenue NE.

The detour for traffic was via NE Sunset Boulevard (SR 900) and I-405.

Construction began in June 2008 and was completed in July 2009.

Budget

Artist's rendering of completed Duvall Avue project$7.37 million is programmed into the TIP. The city is managing this King County project with full reimbursement from the county through the approved interlocal agreement, except for utility undergrounding, which will be paid by the city and PSE.
