WWP-27-03887 Renton Highlands Sewer and Manhole Rehabilitation Phase I

Project Update

The rehabilitation of all 6”, 8” and 10” sanitary sewer mains were completed by June 30.  The 21” sewer main on NE 7th St between Sunset Blvd NE and Aberdeen Ave NE is schedule for rehabilitation within the next 30 days.

The rehabilitation of 66 of the 122 manholes were also completed by June 30.

The sewer main lines will be rehabilitated using a process known as Cured-in-Place Pipe (CIPP).  The new CIPP is installed via the existing sewer manholes and therefore does not require any excavation.  Once the sewer lines are rehabilitated, the manhole rehabilitation contractor will begin their work.  The sewer manholes will be rehabilitated using cement-based material that is sprayed onto the interior walls of the manhole.

The contractor is currently scheduling cleaning of the sewers to begin in early April with installation of the Cured-in-Place Pipe to begin in early May.  The entire project is scheduled to be completed by mid-August.  The contractor’s normal working hours are from 7 AM to 5 PM.  Unforeseen circumstances may extend the working hours since once the lining process begins on a section of pipe, it cannot be stopped.  During this work, your sewer service will be temporarily interrupted for a period of approximately six (6) hours.  You should refrain from using showers, dishwashers, and washing machines at this time to prevent sewer backups.

The construction notice was mailed to all neighboring residents in April 2017.

Bid Award Information

On Tuesday, January 10, 2017, the City received five bids for the Renton Highlands Sewer & Manhole Rehabilitation Phase I Project.  Shortly thereafter, the City Clerk opened and publicly read all bids in Conference Room 511 at Renton City Hall.

The low bidder was Insituform Technologies, LLC with a bid of $1,269,423.43. 

The engineer’s estimate was $1,804,219.46.

At the Council Meeting on January 23, 2017, Council awarded the construction contract to the lowest, responsive, responsible bidder, Insituform Technologies, LLC, in the amount of $1,269,423.43.

Project Description

The construction of the Renton Highlands Sewer & Manhole Rehabilitation Phase I includes the rehabilitation of approximately 690 linear feet of 6”, 30,727 linear feet of 8”, 1,372 linear feet of 10” and 332 linear feet of 21” with Cured-in-Place Pipe (CIPP) and the reinstatement of approximately 736 side-sewer laterals.  Work will include pre-installation inspection and cleaning of the facilities as well as post installation inspection and the bypassing of flows necessary for each phase of work.  Work will also include the rehabilitation of 122 sanitary sewer manholes. Manhole depths range from 3.5’ to 18.6’.  Work will also include replacing 3 failed side sewer “tee” connections at the main line (two of these tees are within 3 feet of each other), repair of approximately 6 linear feet of existing 8” concrete sanitary sewer pipe to correct an offset joint prior to installation of the CIPP. Work will also include the installation of two new sanitary sewer manholes, and the associated asphalt restoration, at the upstream end of existing 8” sanitary sewer mains prior to CIPP installation.  The contractor will be responsible to confirm all manhole depths and to verify sizes and lengths of existing pipes. Work will also include any necessary traffic control during the duration of the project
